為加快工作落實,推進優質校建設,5月9日,我院召開優質校項目建設推進專題會議。院長秦河主持會議并講話,學院領導,優質校各項目組負責人,財務處、資產管理處、總務處、學生處、監察審計處、繼續教育與社會服務處、圖書館負責人,各系(部)主任參加會議。
副院(yuan)長(chang)郭(guo)鵬匯報了優(you)質校(xiao)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)建(jian)設(she)(she)整(zheng)體推(tui)進(jin)(jin)(jin)情(qing)況(kuang),各項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)組負責人匯報了9個(ge)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)建(jian)設(she)(she)推(tui)進(jin)(jin)(jin)情(qing)況(kuang),資(zi)產(chan)管理處(chu)、財(cai)務處(chu)匯報了資(zi)產(chan)采購、資(zi)金(jin)支出進(jin)(jin)(jin)展情(qing)況(kuang)。會議指出,自(zi)優(you)質校(xiao)立項(xiang)(xiang)(xiang)(xiang)建(jian)設(she)(she)特別(bie)是今(jin)年以來,學院(yuan)把優(you)質校(xiao)建(jian)設(she)(she)作(zuo)(zuo)為工(gong)(gong)作(zuo)(zuo)主線,加(jia)強頂(ding)層設(she)(she)計、統籌整(zheng)體推(tui)進(jin)(jin)(jin),強化工(gong)(gong)作(zuo)(zuo)落實,各個(ge)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)建(jian)設(she)(she)按照進(jin)(jin)(jin)度全面展開,部(bu)分建(jian)設(she)(she)任務提前完(wan)成(cheng)預期目(mu)(mu)標,整(zheng)個(ge)建(jian)設(she)(she)工(gong)(gong)作(zuo)(zuo)取得了重(zhong)要階(jie)段(duan)性成(cheng)績。當(dang)前,優(you)質校(xiao)建(jian)設(she)(she)時(shi)間緊(jin)、任務重(zhong)、要求高,建(jian)設(she)(she)過程中仍存在(zai)整(zheng)體推(tui)進(jin)(jin)(jin)較(jiao)為緩慢,重(zhong)點指標成(cheng)績不(bu)夠突出,個(ge)別(bie)建(jian)設(she)(she)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)遇到瓶頸,資(zi)產(chan)招標、資(zi)金(jin)支出滯后等(deng)問題,必(bi)須(xu)引(yin)起高度重(zhong)視(shi),采取更(geng)加(jia)有力的措施認真加(jia)以解(jie)決。
院長秦河(he)(he)對(dui)做(zuo)好下一(yi)步優質(zhi)校項目(mu)建(jian)設(she)工(gong)(gong)(gong)作(zuo)進(jin)(jin)行了(le)安排部署(shu)。秦河(he)(he)強(qiang)(qiang)調(diao),一(yi)是要(yao)(yao)(yao)(yao)牢固樹立(li)(li)質(zhi)量(liang)(liang)(liang)意識,把(ba)保證質(zhi)量(liang)(liang)(liang)貫徹優質(zhi)校建(jian)設(she)的(de)始終(zhong),切實(shi)把(ba)建(jian)設(she)目(mu)標(biao)落(luo)腳到創新辦學(xue)體(ti)制(zhi)(zhi)機制(zhi)(zhi)、增強(qiang)(qiang)社會(hui)服務能力(li)、提(ti)高人才培養質(zhi)量(liang)(liang)(liang)、提(ti)升學(xue)院綜合實(shi)力(li)上來,工(gong)(gong)(gong)作(zuo)要(yao)(yao)(yao)(yao)做(zuo)實(shi)做(zuo)細(xi),成(cheng)效要(yao)(yao)(yao)(yao)務實(shi)可見,堅(jian)決(jue)杜絕搞(gao)“花架(jia)子”“空殼子”。二是要(yao)(yao)(yao)(yao)加(jia)快項目(mu)整(zheng)體(ti)推(tui)進(jin)(jin),強(qiang)(qiang)化時(shi)間觀念和(he)效率意識,要(yao)(yao)(yao)(yao)進(jin)(jin)一(yi)步加(jia)強(qiang)(qiang)對(dui)項目(mu)建(jian)設(she)的(de)統籌協調(diao)、調(diao)度落(luo)實(shi),建(jian)設(she)任務建(jian)立(li)(li)臺(tai)賬、進(jin)(jin)榜上墻。要(yao)(yao)(yao)(yao)正確(que)處(chu)理項目(mu)建(jian)設(she)和(he)常規工(gong)(gong)(gong)作(zuo)的(de)關(guan)系,必要(yao)(yao)(yao)(yao)時(shi)加(jia)班加(jia)點(dian)推(tui)進(jin)(jin)建(jian)設(she)進(jin)(jin)度。資(zi)(zi)產采(cai)購、資(zi)(zi)金支出(chu)要(yao)(yao)(yao)(yao)打(da)好工(gong)(gong)(gong)作(zuo)提(ti)前量(liang)(liang)(liang),確(que)保按時(shi)保質(zhi)完成(cheng)工(gong)(gong)(gong)作(zuo)任務。三是要(yao)(yao)(yao)(yao)突出(chu)重(zhong)點(dian)建(jian)設(she)指標(biao),要(yao)(yao)(yao)(yao)抓住優質(zhi)校評(ping)估體(ti)系中權重(zhong)大(da)的(de)部分,在國家級、省(sheng)級標(biao)志性(xing)成(cheng)果方面實(shi)現突破(po)。要(yao)(yao)(yao)(yao)把(ba)核(he)心(xin)期(qi)刊論(lun)文數量(liang)(liang)(liang)等(deng)具有橫向可比性(xing)的(de)量(liang)(liang)(liang)化指標(biao)作(zuo)為建(jian)設(she)重(zhong)點(dian),健(jian)全激勵機制(zhi)(zhi),強(qiang)(qiang)化重(zhong)點(dian)補(bu)短,推(tui)動建(jian)設(she)期(qi)內(nei)多(duo)出(chu)成(cheng)果、快出(chu)成(cheng)果,提(ti)升學(xue)院競(jing)爭力(li)。四是要(yao)(yao)(yao)(yao)抓好難點(dian)工(gong)(gong)(gong)作(zuo)落(luo)實(shi),要(yao)(yao)(yao)(yao)進(jin)(jin)一(yi)步創新工(gong)(gong)(gong)作(zuo)思路(lu),對(dui)于難度比較大(da)的(de)工(gong)(gong)(gong)作(zuo)項目(mu),要(yao)(yao)(yao)(yao)樹立(li)(li)目(mu)標(biao)意識,全力(li)以赴攻堅(jian)克難,必要(yao)(yao)(yao)(yao)時(shi)尋找替(ti)代方案,確(que)保工(gong)(gong)(gong)作(zuo)目(mu)標(biao)完成(cheng)。對(dui)于確(que)實(shi)需要(yao)(yao)(yao)(yao)作(zuo)出(chu)調(diao)整(zheng)的(de)項目(mu),必須充分進(jin)(jin)行論(lun)證,提(ti)交黨委會(hui)研究決(jue)定。
秦河要(yao)求,各(ge)單位、各(ge)部(bu)門要(yao)牢(lao)固(gu)樹(shu)立一盤(pan)棋(qi)思想,服從、服務于優(you)(you)(you)質(zhi)校(xiao)建設(she)(she)(she)的(de)大(da)(da)局(ju),單位(部(bu)門)負責人要(yao)將優(you)(you)(you)質(zhi)校(xiao)建設(she)(she)(she)的(de)緊迫意識傳導給廣大(da)(da)教職(zhi)(zhi)工(gong),消除畏難(nan)和(he)抵(di)觸(chu)情緒,把思想統一到完成優(you)(you)(you)質(zhi)校(xiao)建設(she)(she)(she)目標、促進(jin)學校(xiao)發展(zhan)上來(lai);創優(you)(you)(you)辦要(yao)進(jin)一步(bu)加強工(gong)作統籌,整體把控任(ren)務完成進(jin)度(du)和(he)質(zhi)量;各(ge)項目組要(yao)加強與創優(you)(you)(you)辦的(de)溝通協調(diao),推動各(ge)項具體工(gong)作往前推進(jin);廣大(da)(da)教職(zhi)(zhi)要(yao)繼續保持緊張、有序的(de)工(gong)作作風,進(jin)一步(bu)樹(shu)立大(da)(da)局(ju)意識,立足(zu)本職(zhi)(zhi)工(gong)作、弘揚奉獻精神、狠抓工(gong)作落實,為優(you)(you)(you)質(zhi)校(xiao)建設(she)(she)(she)添(tian)磚(zhuan)加瓦。
